It was made by Johann Wilhelm Gosser an Austrian sculptor who lived in Graz where he taught wood and stone sculpture at the Graz school of arts and crafts from 1920 to 1945 and was a proffessor and head of the sculpture department Gosser was a NSDAP party ( party number 1532827) member in Graz from 1933 to 1936
